LOS ANGELES, CA (Catholic Online) - The bill allows states to withhold federal funds from any organization that provides abortions.

The bill passed the Senate last month after Vice President Pence cast a tie-breaking vote, leading to Trump signing the measure in private.

Previous president Barack Obama had prohibited states from withholding funds from abortion facilities under the claim abortion facilities also provide family planning and medical services.

So marks the twelfth time Trump has dismissed Obama's laws under the 1996 Congressional Review Act (CRW), which allows sitting presidents to roll back regulations signed by previous presidents.

Marjorie Dannenfelser, the president of the Susan B. Anthony List, an anti-abortion group, and Penny Nance, the president of Concerned Women for America, were in attendance when Trump signed the bill.

According to The Hill, Dannenfelser released a statement saying: "Prioritizing funding away from Planned Parenthood to comprehensive health care alternatives is a winning issue...We expect to see Congress continue its efforts to redirect additional taxpayer funding away from Planned Parenthood through pro-life health care reform after the spring recess."

The Washington Post reported Dannenfelser also saying: "This week the pro-life movement had two huge victories: first, the swearing-in of Justice Gorsuch, and now, President Trump will undo former President Obama's parting gift to the abortion industry."

House Speaker Paul D. Ryan added: "Taxpayers should not be forced to fund abortion, plain and simple. We remain united and steadfast in our commitment to life and religious liberty."
