Jihad in America - Why doesn't the Obama administration issue an executive order to fix this glaring problem?

A document release from the FBI shows there was no way for immigration officials to determine that Sayed Farook and Tashfeen Malik were coming into the country to commit mayhem. The absolutely vanilla 21 pages of the fiancée visa application reveals no evidence of extremism. The implication of this is that our immigration program has no way to screen out potential terrorists who remain silent about their intentions.

LOS ANGELES, CA (California Network) - Syed Farook met Tashfeeen Malik on a dating website and after months of messaging and emailing, they arranged a meeting in Mecca, Saudi Arabia. They got engaged that same day and the couple applied for a fiancée visa so Malik could come home to the U.S. with Farook.
Malik was born in Pakistan, but her family relocated to Saudi Arabia when she was young. Farook was an American, born in Chicago. According to investigators, Malik and Farook both became radicalized on the internet as early as 2011. Both consumed Al Qaeda propaganda and both made comments and sent messages supporting jihad.
Farook himself had planned independent attacks including some that would involve the shooting of drivers on the freeway and another plot to kill students at Riverside Community College. This information arose from an investigation into Enrique Martinez, Farook's friend who purchased the weapons used in the San Bernardino attack.
Despite their radicalization, the documents released by the FBI on Tuesday prove that immigration officials had no way of knowing the pair were radicalized or sought to harm Americans.
The revelation suggests new tools will need to be developed to better screen those who seek to enter the country. For example, it may be prudent to compel prospective immigrants to share social network information, which could permit officials to request data from companies like Facebook. The data could include deleted messages and could provide be reviewed for evidence of terrorist ties.
A foreigner who seeks to enter the United States does not have the same rights as American citizens, nor should they, until their intentions are demonstrated to be good and sincere.
Could Obama issue an executive order requiring immigration officials to request social networks and other such information from all prospective immigrants? He can. As head of the executive branch, he has the power to instruct how a job should be done, and that can include what information to gather, and how that information should be used. The question is, why hasn't he done it already?
There was little way for authorities to see what Farook and Malik had planned. One neighbor reported seeing Farook for the last time, when his wife stepped outside to call him in, because their 6-month-old baby had done something cute and she wanted him to see.
With camouflage like that, it's impossible to know who the predators are. With our borders as open as they are, we need much better tools.
