All pregnancy centers are now legally required to provide affordably abortion and contraceptive services or face up to $1,000 in fines per offense.

In accordance to a new law, all Californian licensed pregnancy centers are required to provide access to abortion and contraceptive services and information or face hefty fines.

LOS ANGELES, CA (Catholic Online) - The law was put into effect January first, despite filed injunctions and claims the law interferes with First Amendment rights to exercise the freedom of speech and practice religion.

Any licensed facility to violate the law will initially be fined $500, with one-thousand-dollars for every subsequent offenses.

In October last year, three faith-based pregnancy care centers sued California, but one detail in the law made it entirely legal.

U.S. District Judge Jeffrey White wrote in his ruling, "The disclosures do not include language endorsing or recommending such services. Rather, the mandated notice only notifies consumers of the existence of state-funded options."

Linvingwell Medical Clinic, Pregnancy Care Center of the North Coast and Confidence Pregnancy Center attempted to appeal White's ruling and ask the Ninth Circuit to stop the law from taking effect until the conclusion of their appeal.

In their emergency motion for an injunction, the centers wrote, "Without such relief, plaintiffs will be forced by the act to disseminate a government-mandated message wholly contrary to their religious beliefs, identities and mission."

On December 31, the day before the law came into effect, the Ninth Circuit rejected the appeal.

Assemblywoman Shannon Grove, R-Bakersfield, is a harsh critic of the law. When arguing against the bill, she asked: "Does the government have a right to tell a newspaper what to write, a preacher what to preach, a private school what to teach? Of course not.

"So why is it OK for the government to force pro-life pregnancy centers against their will to advertise and promote government abortion services?"

The Freedom, Accountability, Comprehensive Care and Transparency (FACT) Act was approved by Governor Jerry Brown, who signed it into law in October.

Interestingly, a bill sponsored by Planned Parenthood was also signed into effect, which requires health clinics that offer abortions or birthing services to apply for waivers from mandatory hospital transfer agreements.
