Victims of Superstorm Sandy that are seeking shelter, may have to wait longer despite the fact FEMA has more than a hundred ready-built homes for the purpose.

BROOKLYN, NY (Catholic Online) - New York residents waiting to return to their homes, remain without adequate shelter despite the fact that FEMA is storing over a hundred winterized trailers in nearby Pennsylvania.

Victims do not understand why FEMA will not ship the trailers to provide homes through the worsening cold.

According to FEMA, the answer has to do with legal issues, such as placing trailers in flood zones - despite the fact that no flooding appears to be imminent. Local zones and ordinances are also making the task difficult.

So instead, thanks to legal red tape, many residents will continue sleeping and living wherever they can, without access to sufficient shelter.

There does not appear to be any effort underway to address the issue.
